What Singapore businesses should know before applying for Enterprise Development Grant support for strategic brand and marketing work.

The Enterprise Development Grant can support strategic brand and marketing development, but it does not treat every branding expense as eligible work.

As of July 2026, Enterprise Singapore states that local SMEs may receive support for up to 50% of eligible EDG costs. Existing grants remain available until the new EDGE grant launches in the second half of 2026.

What EDG Supports

EDG supports projects intended to help Singapore businesses upgrade, innovate, grow, or transform. Qualifying costs may include third-party consultancy, software and equipment, and internal manpower.

Strategic brand and marketing development sits under Core Capabilities. Enterprise Singapore lists work such as:

  • diagnosis and gap analysis;
  • assessment of the business, market, and competitors;
  • primary or secondary research;
  • development of a differentiated brand strategy;
  • brand valuation and identification of brand levers;
  • strategic planning for marketing resources and customer communication.

The common thread is direction. The project should help the business make clearer strategic decisions before it moves into production or promotion.

What It Excludes

Enterprise Singapore distinguishes strategic work from production and ongoing marketing activity.

Its published exclusions include the production of websites, photography, videos, brochures, stock imagery, and copywriting. Marketing implementation such as advertising, media buying, influencer work, social media management, SEO, and SEM is also excluded from this category.

This means a project can shape the strategy behind a website or campaign without automatically funding the later execution.

Basic Eligibility

An applicant should:

  • be registered and operating in Singapore;
  • have at least 30% local equity held by Singapore citizens or permanent residents;
  • be financially ready to begin and complete the project.

Applications are assessed on the proposed scope, expected outcomes, and the competency of the service provider. Meeting the basic criteria does not guarantee approval.

Consultancy Requirements

For management consultancy-related costs, Enterprise Singapore requires consultants to hold relevant certification recognised through the Singapore Accreditation Council framework.

Verify the consultant and the proposed scope before signing an engagement. The strategic work, delivery responsibilities, cost categories, and expected business outcomes should be explicit.

Before Applying

Start by clarifying the business problem rather than assembling a list of desired deliverables.

Useful questions include:

  1. What is currently difficult for customers to understand or choose?
  2. What evidence shows that this is a strategic problem?
  3. What decisions should the project make possible?
  4. Which parts are strategic consultancy and which parts are execution?
  5. How will the business use the resulting direction?

A strong application should connect the proposed work to a real business constraint and explain what will change when the project is complete.

Plan for Change

EDGE is expected to combine EDG, MRA, and PSG into a more streamlined grant during the second half of 2026. Existing EDG applications remain available in the meantime, but support levels, eligible activities, and application mechanics can change.
